Greater Portland Council of Governments

We are a convener for regional leadership. Working together as one with GPCOG, the PACTS program distributes federal planning and transportation dollars in Cumberland and York counties. The Greater Portland Council of Governments operates under the guidance of a policy making body, The General Assembly, and implements this policy through the leadership of The Executive Committee. We are a small group of dedicated Mainers who have a vision of uniting communities to strengthen our collective good.
We are a Council of Governments who serve 25 member communities around the region while also staffing the Portland Area Comprehensive Transportation System (PACTS) which serves an additional 5 communities. Most of municipalities in our region belong to both PACTS and GPCOG and we support these towns through many cohesive efforts. Some programs to highlight include regional planning like our land use data and mapping work, transportation resources for vulnerable populations new Mainers, our economic development work including brownfield and cooperative purchasing, and our robust sustainability efforts. In response to the recent economic and social disruption, GPCOG has created a new program focused on connecting Mainers, what we’re calling the Resiliency Exchange. This exchange program utilizes GPCOG's network and identifies the unique needs and resources found within communities across region. Helping connect the ingenuity and togetherness of Maine is what aim to do.
